Background: As part of the Surface Transportation Board’s ongoing oversight process, the Board conducted an independent audit and verification of Canadian National Railway’s November and December 2009 monthly reports required by Decision No. 16 of STB Finance Docket No. 35087, Canadian National Ry. and Grand Trunk Corp, - Control – EJ&E West Co. The Board reviewed and audited the information CN has provided, and complaints the Board has received, related to noise and vibration, train volumes and street blockages, vehicle delays and traffic congestion at grade crossings, operational accidents, and public grade crossing signs that were the subject of the Board’s conditions. The Board provided the communities located along the EJ&E rail line the opportunity to complete a questionnaire concerning CN's communication and consultation with communities' emergency response and fire protection agencies, hazardous materials training and CN’s voluntary mitigation agreements.
